The Town of East Bridgewater, Massachusetts, the “Awarding Authority” or “Owner”, invites sealed bids for the RTU & Roof Replacement of East Bridgewater Public Library, 32 Union Street, East Bridgewater, MA 02333 in accordance with Contract Documents prepared by Kaestle Boos Associates, Inc. 16 Chestnut Street, Suite 301, Foxborough, MA 02035.

All bids for this Project are subject to the provisions of Massachusetts General Laws, M.G.L., c.149, § 44A through 44L.

In order to be eligible and responsible to bid on this project, General Bidders and Filed Sub-Bidders shall submit with their bid a current Certificate of Eligibility issued by the Division of Capital Asset Management and Maintenance, DCAMM (formerly the Division of Capital Planning and Operations, DCPO), together with an Update Statement as required by M.G.L. Chapter 149, Section 44D.

A Non-Mandatory Pre-Bid Conference will be held on Wednesday, August 23, 2023, 10:00 AM. local time at the Town of East Bridgewater, 175 Central Street, Bridgewater, MA 02333. Bidders are strongly encouraged to attend.

Filed Sub-bids for the trades listed below will be received until 10:00 AM on Thursday, September 7, 2023 and publicly opened, forthwith online.

General Bids will be received until 12:00 PM, on Thursday, September 21, 2023 and publicly opened, forthwith online.

Filed sub-bids will be required and taken for the following classes of work:

HVAC

SECTION 23 00 00 HVAC FILED SUB BID

ELECTRICAL

SECTION 26 00 00 ELECTRICAL FILED SUB BID

Every General Bid and every Filed Sub-Bid shall be accompanied by a bid deposit, in an amount not less than five percent (5%) of the bid amount, in the form of a certified check; or a treasurer's check; or a cashier's check; issued by a responsible bank or trust company, made payable to the Town of East Bridgewater; or a bid bond in a form satisfactory to the Town of East Bridgewater, with a surety company qualified to do business in the Commonwealth of Massachusetts, and conditioned upon the faithful performance by the principal of the agreements contained in the respective sub-bids and general bid.

Each bidder is advised to visit the site of the proposed work, become fully acquainted with conditions as they exist, and thoroughly examine the Contract Documents. Failure of any bidder to visit the site and to examine the Contract Documents shall in no way relieve the bidder from any obligation with regard to the bid as submitted. Arrangements for site visitation, during the bidding period, may be made in the manner set forth in the INSTRUCTIONS TO BIDDERS.

The successful General Bidder will be required to provide a performance bond, and a labor and materials payment bond, issued by a company authorized to do business in Massachusetts and satisfactory to the Awarding Authority, each bond being in the amount of 100 percent of the Contract Amount.

The minimum wages to be paid for all labor on the project are established in a schedule issued by the Commissioner of Labor and Industries, in accordance with Section 26A - 27D inclusive, of Chapter 149 of the M.G.L., as amended, said schedule being made a part of the Contract Documents and is included therein.

Materials, equipment and supplies to be used on this project are exempt from sales tax to the extent provided by M.G.L. Chapter 64H, Section 6(f).

The bidder agrees that its bid shall be good and may not be withdrawn for a period of 45 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.

The Town of East Bridgewater reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town of East Bridgewater.
