Once the Building Committee chooses an Owner's Project Manager (OPM) and the Massachusetts School Building Authority (MSBA) approves the selection, the Building Committee, with the assistance of the OPM, chooses a designer for the feasibility study and schematic plans through the MSBA's Designer Selection Panel (DSP). The panel includes thirteen representatives from the State plus three members from the Town.

The goals of the DSP are:

• high quality design services for public building projects;
• application of consistent procedures in the procurement of the design services;
• broad-based participation of all qualified design consultants; and
• integrity and transparency of the process for procurement of design services;
