Once the Massachusetts School Building Authority (MSBA) approves the Town for a feasibility study, the next step is for the Central School Building Committee to hire a Owner's Project Manager (OPM).

An OPM (per Massachusetts General Laws, Chapter 149, Section 44A 1/2) "provides advice and consultation with respect to design, value engineering, scope of the work, cost estimating, general contractor and subcontractor prequalification, pursuant to section 44D½ or 44D¾ when applicable, scheduling, construction and the selection, negotiation with and oversight of a designer and a general contractor for the project, ensuring the preparation of time schedules which shall serve as control standards for monitoring performance of the building project, and assisting in project evaluation including, but not limited to, written evaluations of the performance of the design professional, contractors, and subcontractors.

The Town is required to hire an OPM before contracting for design services if a public building contract will cost $1,500,000 or more. The OPM must be independent of the project designer, general contractor or any subcontractor.

The Building Committee issued a "Request for Services" for an OPM on April 3, 2024 with proposals due on April 17, 2024.
